It's a leaking head gasket. You can get a new gasket fitted but that will cost a few hundred dollars.

Try a bottle of CarGo Seal Up from your auto store. Follow the instructions and it works great. I've used it a few times and can recommend it. Around $10

"You replace the Radiator & Thermostat??" or just the Thermostat? Sounds like you have a Bad Radiator Cap+ Cracked Hose to the Over flow tank & Cracked Over Flow Tank. When was the last time you Boiled/Flushed Out the Cooling System? should be done every 18 to 26 Months. Also check Radiator Hoses for Damage and Leaks.

First suspicion is the fan, either the motor or the blade. Try another mechanic, sounds like this mechanic is just guessing. Cheapest thing is to put a new, good quality fan belt on, if the car has a belt. It seems that your civic does not. Good shops have a tester that takes the place of the radiator cap. Finds leaks. Takes a few minutes, starts from cold engine and does not require that the car be driven.

Same as my car before, head gasket replace needed. if radiator cap is bad, don't change it before the head gasket changed. If u change u will break the radiator or something else.
