Should I report a fire department vehicle being used as a daily commuter car outside its jurisdiction?

Every week I see a marked Ford Crown Victoria from a certain fire department during my commute to work. I normally see it 2-3 times per week. The fire department that it originates from is 30 miles away in a totally different county and state. I see it in Maryland and the fire department is located in Pennsylvania.

Because I see it so often and it's so far out of its jurisdiction, I think that it's being used as a daily commuter car. So my question is this: should I report it to the Board of Directors of that particular fire department? My first instinct is to just ignore it and mind my own business. However, it does seem like misuse of a vehicle and I don't think all the volunteers and community donors would appreciate it being used for personal reasons.

Same town or county would be OK. But a totally different county and state seems a little inappropriate. Thoughts?

Update:

Ian...I did research on this fire company and it's 100% volunteer.

You have to factor into this that the driver of this car is could have been given permission by his brigade to do this. Also remember that there is no such thing as a 100% volunteer fire company. There always has to be some official who is an employees by the local government that connects that company to the government, even if it is just supervisory or administrative. Otherwise that would technically make them "vigilante" firefighters. This person driving this car might be such an official, who for whatever reason lives outside the state. This is not unheard of, in that many NYPD officers and administrative personnel live in NJ.

Keep in mind that in a lot of agencies whether it be law enforcement, fire and rescue, federal etc certain people of certain rankings are issued "take home vehicles". These are vehicles that have been issued by the state or local government to individuals of certain rankings and jobs within thier dept and they have expressed permission to do so.

I think that its good that youre aware and alert but also think youre wasting your time with this one.
