Rebooting my Emachine help?

I have an emachine and I need help with rebooting this thing. when i turn it on the screen is frozen on E machine, I can't get past the boot screen. The options are f10 and f3, i've tried hitting both keys and neither is working, help please if you know how to get past this screen so that i can get into my computer. i have the startup disk that came with it. i have antivirus software on the computer also. I've tried starting it over and over and nothing is working yet.

    Restart the computer and keep tapping the F8 repeatedly. Hopefully this will take you to a black screen with an option to use the Safe Mode (without driver support). Once in the safe mode, go to System Restore. If you have Windows 7 push the Windows Key (the one with the flag on it) and there is a block you can type it in.) Choose to restore the computer to a time like the day before when it was working properly. Best of luck.
