Exchange coins for cash at Wells Fargo?
I DO NOT HAVE AN ACCOUNT at Wells Fargo, however I do have coins and they are in the paper rolls. Will I be able to exchange my coins for cash there without an account?
If you're wondering why I don't just go to a bank where I have an account it's because it's still a little to early for me to start a bank account. I just happen to live near a Wells Fargo and have a lot of coins that I'd like to exchange for cash.

NOPE - this is a service they provide to THEIR CUSTOMERS. If you're too young, have your parents take you to their bank. Or go to one of those coin machines in grocery stores. They will charge you to do this.

My bank won't take rolled coins, they want them loose so they can go through the coin sorter/counter. When they are in rolls, no one can be sure they are actual coins and not filler of some kind.
Go to a supermarket that has a coin counting machine. Dump your loose coins in, it counts them and spits out a receipt that you take to the service desk for cash. But, whatever you do, you will have to take them out of the paper rolls.
