Green card in Venezuela Prison system?

A friend of mine has a son in a Venezuelan prison, his parents have been asked to sign a "green card" by the courts for his temporary release. Can anyone help me with what this card is? I have a feeling it's a type of residency card but having not seen the document I can´t be sure. If you know any web sites which may be able to help or you know I would be grateful.

To the stupid "colour expert" I hope you have never have to suffer a family member in a Venezuelan, or any other, prison. The young man's mother is out of her mind, never knowing from one day to another if he's even alive - read the newspapers - 7 people died yesterday!!

I'm asking because the lawyers don´t work at the weekend and she knows I do a lot of work with prison charities, but I haven´t come across this before.

It's a serious question, and I really don´t want to hear stupidities. If you can´t engage your brain, as the colour expert obviously can´t, please don´t bother replying!

    I don't know whether this is going to be of any use at all, but I have tracked down the relevant legislation about conditional bail in Venezuela and the formalities to be complied with.     I think it's just a card that's green like how they have red and yellow cards in soccer.
