What's wrong with my hot water heater?

We're renting and our landlord doesn't seem to think there's a problem. However, he's more or less useless on other repairs needing done around the house.

Our water heater is very loud when we use hot water, When it kicks on it makes a very loud vibrating noise and makes our kitchen shake. I feel like our house is on the verge of exploding.

So does anyone know what's going on? Is it dangerous? Thanks :)

Update:

It is a gas powered heater.

    sounds like it might be a water flow issue. Make sure the valves are fully open on both the line in and line out of the tank at the top. It's possible you are getting a hammering effect from the fixture using the water. If that is the case, you can have hammer arrestors installed.

    A water heater should be vibrationless--if it's shaking your house, I would say yes, it's potentially dangerous. If your landlord won't respond, call the city immediately.

    put straps around the tank that attach to studs in the wall - you can also blanket a tank with insulation - it will also help - it sounds like it may be a little un level at the bottom - also you may have to bracket some pipes against the walls on studs -
