Do you have to pay for 3g on an iPad if you are never going to use it?

I am going to buy an iPad 2 off of craigslist, and i found two offers.

One is iPad 2 16GB (WiFi) for $450

the other one is iPad 2 32GB (WiFi and 3g) for $450

I want to go with the second one because its the same price for more GB's, but i only want to use WiFi and not 3g.

So my question is, do you have to pay for 3g even if i am not going to use it and all i want to use is WiFi.

also, would i need to sign up for 3g if i got it?

    The nice thing about 3G on the iPad is that it is on a no-contract, month-to-month basis. You do not have to pay for 3G service at all if you do not want it. You can just use WiFi only when you're not paying for 3G service. This is true whether you buy it new or used.

    If yout buying from CraigsList then it should be without a contract, if it is then you don't have pay for 3g.
