Is it by demographics ? Is it by political wards? How if any has redistricting played a part in the mapping history? How if any has it benefited either party. How has it benefited ethnic/racial parity?
Just a few to help you start, good luck. Two states to mentioned Texas, Illinois have successfully used redistricting to help both parties Democratic and Republican, Texas for Republicans and Illinois for Democrats.
