Not really as they require dry heat, but you could get a reasonable result.

Actually you can make cookies on the stovetop but they're going to have a different texture from the baked ones (more chewy, less crunchy or browned). This recipe makes about 30 cookies.
STOVETOP CHOCOLATE COOKIES
Ingredients -
2 cups white sugar
1 stick butter
3 cups quick oatmeal (or 2 1/2 cups quick oatmeal plus 1/2 cup shredded coconut)
2 oz unsweetened chocolate
1/2 cup milk
1 teaspoon vanilla extract
Preparation:
Bring the sugar, butter, chocolate and milk to a boil over a moderate heat, stirring all the time. Let the mixture boil vigorously for 1 minute, then take it off the heat.
Stir in the oatmeal and vanilla extract. Drop teaspoons of the mixture on to waxed paper and let the cookies cool. They will set quite firm. You can add candy decorations if you want.

Of course you cannot cook them on a stove, how would you regulate the temperature? Either use someone else's oven, with permission, or do look for a no bake recipe (both suggested by others).

yes, but the bottoms would cook and the top wouldn't so you might have to slip them . i would use a toaster oven if you have one
