Who does the postal service who thier $10 billion debt to?

I saw an ad saying that the post office doesn't cost tax dollars, but I also know that they are running a $1 billion deficit, currently over $10 billion. So who do they owe that money to? If they owe it to the fed, then doesn't that mean we tax payers have paid $1 billion a year to allow the post office to pay all their workers and such?

Update:

The post office doesn't simply have an operating debt of $10 billion. This is the accumulation of years of operating at a loss! So it is NOT absorbed in the process of doing business.

No business would succeed if they constantly were operating at a loss. They would go out of business.

Update 2:

Conservatives do NOT think only the rich should live. That is the myth the libs put out. Conservatives donate more money to charity than liberals do. Every study has shown that!

    in the scale of government costs 1 billion is not much and is absorbed into yearly profit and loss. companies like GM and Ford often have years of large profit and loss

    the post office was originally a government service like any other and paid for by general funds

    I believe is is supposed to be independent and operate on income like stamps and reduce costs where possible.

    the whole point of a government is to provide needed services that would NOT be met by private profit making companies.

    If you pay $1.00 a stamp they will be "in the black"

    I remember stamps at $0.03 and "penny postcards"

    the modern Internet and e-mail is changing the postal service. I same about $8.00 a month in stamps for bill by electronic banking. but I pay over $100 a month for the computer service.

    the mail system made Rural America part of the the whole country.

    the conservative idea that only the rich deserve to live is just plain immoral.
