The post office is $10 billion in debt. Who do they owe that money to?

I saw an ad saying that the post office doesn't cost tax dollars, but I also know that they are running a $1 billion deficit, currently over $10 billion. So who do they owe that money to? If they owe it to the fed, then doesn't that mean we tax payers have paid $1 billion a year to allow the post office to pay all their workers and such?

Update:

Philip - Source please?

Update 2:

No one is answering the question. WHO do they owe that money too?

Goldman Sacs? China? Sally Jo on elm street?

Update 3:

If they owe the retired people then that means they haven't paid.

If the retired have been paid, then they dont owe them.

So this is more of an answer to WHY the post office is &10 billion in debt. Not WHO they owe the money too.

My aunt works at the post office (she is actually the union steward), and she gives the answer really quickly why the post office is broke.... Because the post office has to pay retirement and pension benefits to anyone who has ever worked there. People who have quit years ago are still getting checks. That is good for them, but bad for the post office budget.

That is "who" they owe the money to -- people who worked at the post office in the past. It's a union thing. Now my aunt, being shop steward, is more on the pro-union side than I am, but she readily admits that the union is costing the post office a fortune, and it may be unsustainable.

in the scale of government costs 1 billion is not much and is absorbed into yearly profit and loss. companies like GM and Ford often have years of large profit and loss the post office was originally a government service like any other and paid for by general funds I believe is is supposed to be independent and operate on income like stamps and reduce costs where possible. the whole point of a government is to provide needed services that would NOT be met by private profit making companies. If you pay $1.00 a stamp they will be "in the black" I remember stamps at $0.03 and "penny postcards" the modern Internet and e-mail is changing the postal service. I same about $8.00 a month in stamps for bill by electronic banking. but I pay over $100 a month for the computer service. the mail system made Rural America part of the the whole country. the conservative idea that only the rich deserve to live is just plain immoral.

the U.S. postal service lent our government almost 70 billion dollars from their retirement funds they are in a deficit because the postal service pays for future employees benefits and were never paid back from our government, it may also be an issue of paying supervisors too much but 50k a year to sort THOUSANDS of letters a day, manage wages, make sure all the mail is delivered, and many more things doesn't seem too high considering the president makes over 400k a year for the rest of his life.

they also pay 5.5 million dollars each year toward future employees benefits.....

I don't know about the $10 billion but do know they are supposed to pay $5.5 billion this month toward postal workers' health care benefits and they don't have the money. And, yes, eventually the tax payers will have to bail them out.

The only money Congress budgets for the USPS is to cover postage-free mailing for all legally blind persons and for mail-in election ballots sent from US citizens living overseas. A portion of the funds also pays USPS for providing address information to state and local child support enforcement agencies.
