How do I fill in grout lines to level my tile floor without using cement?
I want to put down vinyl planks and they want a smooth surface with no larger than 1/8" grout lines and mine are 1/4". I was thinking about adding more grout or using a silicone caulk. Is this feasible? I'm looking for the cheapest and fastest way to fix this.

I worked in my flooring department at The Home Depot for a number of years in my store, lets talk about getting the best option to level your vinyl planks.
To reduce the surface down from 1/4" to 1/8" or non-existant, you can use a combination of grout and silicone caulk. However, silicone caulking, as well as all caulks, are used as a sealant and not rated for everyday foot traffic.
One of the best ways I have found is to use a premixed small amount of grout. It is rated for wide or narrow joints. It cleans up with water when wet, and you can apply it with a putty knife, and is easy to use. Compare that to the dry bags of grout that would take time to mix and you'd have a lot left over afterwards. Best of all, premixed grout that is sanded has grains that are usually smaller than the sanded grout you have to mix, leaving you with a smoother surface.
Floor leveling compound is a portland cement based item, and the cleanup is harder and not as flexible after drying as grout.
You can use the premixed grout and only use silicone caulk if the area is not going to have direct foot traffic, like the back side of a threshold, but honestly, the grout by itself alongside applying a good sealer on top after it dries would be your best step in your case.

you could use silicone but I think it would surprise you how fast that will become expensive and silicone is flexible so your vinyl will bend when someone walks on it. If it were me I would be using something like floor leveling compound. Not expensive it finds its own level and quick. As long as your tiles ar level to begin with if not it will all go to the lowest point

use a floor leveling product and a trowel to skim it out smooth. it mixes up thin and sets fast so mix in small batches and pull the trowel diagonally across the grout lines. it also can be sanded with course sand paper once dry to take down any imperfections. this is inexpensive and should suffice.
