Tenants rights in NY STATE?
Live in a hotel where the landlord does not allow any visitors. If you have any UPS or FEDEX deliveries you have to catch them when they come to deliver. USPS deliveries you have to go to the post office the get them. Is this legal concerning the deliveries.
Landlord has nothing to do with the deliveries the door is never unlocked and no deliveries can be made even if you are home.

Of course it's legal. The landlord has no obligation to hold into your packages if you're not there.
