have 9/10? Just how can they come up with this amount instead of rounding to the nearest penny?

From what I understand, it's another business tactic to make you feel as though you (as a consumer) are paying less. Same reason why in stores you see "$9.99" instead of $10... in psychology, I believe this has been shown to make people feel as though they are spending less (and therefore, ironically enough, comfortable with spending more)!
The more you pay attention to these types of marketing tactics throughout society, the more you'll realize how much time and effort (and money) that these companies devote to convince us to part with our hard-earned money.

It is from when the Indian clerks convert the price from rupees to dollars, we always get a 9/10 cent.
