The "jobs bill" is just a stunt to keep his blame-the-other-guy going for another year.

It will be written up in a dark room with no transparency, followed by the Nancy Pelosi mantra of "we need to pass it to see what's in it." It will be primarily full of handouts to the recipient class and funneling of funds to unions. Corporate cronyism at it's finest...
