Does "wait for green" and "right turn signal" have the same implications as "no turn on red"?
When making a right hand turn, if the sign says "wait for green" or "right turn signal", does that mean the same thing as "no turn on red", or can you make a turn when either of those signs are posted?
If there are no cars coming and I turn right when the sign says "Wait for green" or "right turn signal" can I get stopped by a police officer?

The "wait for green" sign is supposed to alert you to the fact that your traffic light might stay red for awhile even after the light turns red for cars crossing the intersection in front of you. For example, the cars coming from the opposite direction might have a left turn arrow. I don't think this has anything to do with your ability to make a right turn on red.
A sign that says "right turn signal" is to warn you that there is a right turn signal. This means that regardless of what the light says for cars going straight, you go by what the right arrow says. The right turn signal might be red when the main traffic light is green, or vice-versa. If the right turn signal is turned off, then you should be able to go by what the main traffic light says, so if your town or city allows right turn on red, you can do that as long as you stop first.
Edit: Just to clarify, if there is a right turn signal and it is red, you wouldn't be allowed to make a right turn no matter what.

Yes. " Right turn signal" means there is a signal for right turns. Until the signal is green, you cannot turn.
The signal is there to let you know this corner is an exception to the 'right turn on red after stop' rule that usually applies at intersections.

If they don't want you to turn on red or want you to wait for a green arrow then they will put up a "no turn on red" sign. You can take a right when it is safe if there is no "no turn on red" sign up, even if there is a green arrow for that turn. If there is a RED light or Green light with no arrow lit yet you just must YIELD to traffic first and turn when it is safe or wait for the arrow. When in doubt wait for the green arrow, especially if there is a sign that says wait for green.
