A IA is a single person who is sent to fill in one job where needed. For instance you need a firefighter at xxxx base in Iraq because you are short one person (lets say your team originally deployed with 24 guys and one guy goes home on emergency leave). You can call up or use a person from the IA program, activate a person from a base in the states, maybe Texas, and pull a firefighter and fill the extra slot.
