Nissan Xterra won't turn over?

Wife's 2004 Nissan Xterra 4WD quit running. All the lights/radio working... make's no clicking noise/whirring noise. Starter's not being engaged at all. Used multimeter and tested it: 12V at solenoid studs.. went to 00.7V when turning the key. (Did same thing on my suburban for reference and it went from 12V to 9V.) Tried screwdriver across the solenoid studs... it just made a little spark but did not engage the solenoid or starter... made no noises. Could this be the ignition switch or is the starter faulty.... or anything else I could be overlooking???

    Lights and radio working takes about 10amps.

    Turning the starter to turn the engine takes at least 4 times that many.

    Check your battery and when you get that fully charged then have your alternator checked at the parts store.

    Clean battery terminals.
