Is the Louvre busy during winter?
I have heard that around Christmas it is busy but what about in January?

I went in early Feb and found there were a few people around...certainly busy but not heaving.
I pre booked my ticket (I got a museum pass) so I was in that queue and I went early so I was literally the first in the door and went at pace to get to the Mona Lisa. There was practically no one there and the guard took my photo (in fact HE offered to take it for me, when people see that photo they complain you can't do it but if a guard offers it's gotta be ok).
I went back later and it was really busy so I was lucky to see that close up without crowds.
It is REALLY huge as well. I spent a few hours goung around it and then left as I got tired and came back later that night (I don't remember the queue going back in, but I can't have been too long). Even then there were quite a few people around but it had a different feel.

It doesn't matter the season, the Louvre is almost always busy, I say almost because on Wednesdays & Fridays they close much later than usual, at 9:30 PM and it's not busy in the evening, otherwise, go early in the morning, @ 9 AM ... but there's a big chance that you'll meet loads of tours coming from Asia.
So : Wednesday or Friday between 7 PM & 9 PM or Wednesday to Monday at 9 AM.
Buy the entrance ticket in advance on their website not to spend hours queueing.

The Louvre is busy every day of the year except Tuesdays when it is closed. They never have slow times.

It is constantly busy, your best bet is to go very early during the day, and to get the Paris pass, which will allow you to skip queues. Also, the first monday of every month (I think) all of the museums are open to the public for free. Will be a busy time though obviously.

I went years ago and found there were a few people around except in front of the Golconda. You can move at ease.
Certainly there are visitors but not more than the other museums.
