Ok so we know its NOT working.

Here would be questions I would ask:

Did you change the batteries in the thermostat?

Does the blower come on inside the house when you call for heat?

If you replaced the thermostat recently did you buy a heat pump thermostat?

When calling for heat what happens outside (is the compressor runnning? Fan outside running?)

Are the breakers tripped? (IF so you have a major problem and the unit should be left off as the compressor is shorted to ground, AKA the unit needs replaced)

Disconnect outside if fused, did you check the fuses ?

At this point I could go on and on call a HVAC company.

You need to be able to troubleshoot your heat pump to identify the problem. If you KNOW that the control panel is the problem, you can get replacement parts from the heat pump manufacturer. Blindly replacing parts is never a good idea...it costs too much money.

which one do you want to change? heat pump or control panel?

wow, heat pump costs too much. why not just change your heat pump control panel?

you can definitely buy one yourself online.

i once got one from a factory in China. just took a photo of my control panel then they helped with DHL one to me.

    it just costed a little.

    you can try.

if you have interest, i can help you with finding its website.

the owner is only required to offer an appropriate working warmth source for the winter, till the hire especially shows otherwise. definite, the 'back up warmth source' will artwork properly, and definite, it truly is going to likely be truly greater costly, in view that such is electrical powered resistance heating. it could be resembling working a very electric furnace.
