My old computer desktop kept restarting why? More information below for details?

Question

I had an older model dell desktop pc, and one day i installed encryption software, and i configured the software and saved it to the c:drive.  Then later i turned my pc off, and later i turned it on.  But when i turned it back on, the pc would not boot past the black windows screen.

After the lights under the windows sign in the windows black screen finished loading, it would just restart  and would give me the options of booting in safte mode or load windows normally and so forth.

But nothing i did worked, and the pc would not go past the black windows screen.  Could someone possibly give me an explanation of why the pc kept restarting?  Could it be the encryption software that was saved to the c:drive causing the problem?

Because when i did the f8 project, it said that it could be a software or hardware change or something, please help.  I don't use that pc any more as i have bought a newer one which is also a dell, i just want to know why it kept restarting, i'm thinking the encryption software may have done it, but i'm not sure, thank you and have a nice day.

Most likely overheating issue shutting it down automatically bc you see it will auto shut down at a certain temp and if its older this is very common that it will start to load up then shuit down and you get same thing over and over and you need to clean it out and put some new thermal grease on the CPU to keep it cool this happens opften with air cooled pc and thats why ppl use liquid cooled pcs like me bc you are not moving all the dust around and causinmg heating problems. There are many reasons this can happen though One cannot be sure unless looking at it by someone with experience that can diagnose the problem.
