Who can help me if my college management is against me and asking inappropriate fees/penalty/fine?

Hi Yahooites, My college management is asking me to pay fine on a library record which is seven year old.The record says that in 2004 I have issued one book which I haven't returned yet which is not true, they don't have my sign that I have received this book.Plus I have paid fees for years after 2004 but they never discussed it even when I have got all my mark sheets and Provisional Degree(but not Final Degree), which they cant issue without receiving "No Dues". So it means they are cooking up a story of their own.So please advise me,where else I can go apart from college management so that I could get fast solution because they are holding my degree.College is Affiliated by AICTE and UPTU.I want to teach them a lesson and it will be a good example for juniors also.
