Is the property owner responsible for the tenants recklessness?

Here in Northern California, the next door tenant (without my permission) smoked cigars on my roof

and set my building on Fire causing $10,000 damage. The Fire Inspectors Report identifies the cigar

smoking as the cause. The tenant is unemployed w/ no money. Is the law on my side?can I sue the

owner in court?

    No, that was an individual act for which the owner has no responsibility.

    unless you can prove the property owner told the tenant to smoke on your roof i cam not see how any court will agree that he is to blame for the damage to your property

    its not the property owners fault
