This is a very poor experiment. It doesn't illustrate refraction at all. It illustrates something called 'total internal reflection' (which is related to refraction though). This is interesting but doesn't show you refraction clearly.

When it reaches the colored paper does it refract upward? No - it is reflected by the paper first. The it is refracted entering the glass. Light spreads upwards and sideways. (Light rays are refracted when moving from 1 material to another.)

Does the saucer block out the certain line of sight that the colored paper can be seen from? Yes. Just remove the saucer and see for yourself!

The 'trick' is that for certain conditions and angles, light is completely reflected instead of passing through (refracting). Look up total internal reflection.
