Yes. Do positive things, like play a the guitar thing (sorry its been a while), in front of a populated area, like the taverns or the town squares. Or complete quests (for good NOT evil!!) and you will find people take more of a likeness to you. Why not just be a tyrant? Trust me, its fun.

in th last part of the game some decisions can positively alter opinions of you. also, if you buy a lot of homes in towns and have them all low on rent people will like you more. alternatively you can trudge around to every citizen and talk to them. but no one wants to do that.
