EDIT: @Elle That is painfully incorrect. If I got jewelry for my birthday I would be very disappointed because the giver couldn't think of anything more creative.

Roses and take her out to eat. Money can't buy love. It's the thought that counts. Something simple can woo her. Unless your gf is complicated.

I would definitely love a necklace. Something meaningful to you two, or maybe just something pretty. Something she'd wear everywhere she went, wanting to show it off. That would be nice.
