Andrew Johnson represented the "crackers"--dirt-poor white farmers from the eastern Tennessee mountains. He was the only lower-class man ever to become president. His class orientation made him a bitter opponent of the Southern Bourbons, and his original policy was, "Treason must be made odious, and traitors punished and impoverished." However, when it became clear that large-scale redistribution of Southern estates was unacceptable to the capitalists, he was willing to sacrifice the civil rights of Blacks rather than see taxes increased on his poor-white constituency, and he adopted a firm line that with slavery gone, Blacks needed no special aid of any kind from the government, culminating in his vetoes of the Freedmen's Bureau and Civil Rights Bills, his opposition to the 14th Amendment, and his wars with the Radical Republican leadership in Congress.
