File upload script with user login / admin panel for FREE?

I have unlimited space / bandwidth
I have already checked with my host and they are fine for letting me use it for this purpose.
now here's what I'm looking for.
I have a PC gaming clan, and I want my user's to be able to upload there gamer profiles FOR BACKUP PURPOSES ONLY, how-ever I don't want other user's to be able to see there uploads and be able to download,
so I'm thinking I am in need of a user system to do this, I am also wanting a way to cap the file size on the upload.
I have been doing some looking and found http://filerun.com/ its EXACTLY what I want how-ever the price tag is well.... not so nice :(, if someone could find that, but free that would be GREAT!

or you can use a flat file system. Just set it up for an multidimensional, associative array like this news::the text will be here; lop through the file and grab all lines into an array explode it by ; and then explode those results by :: and you will have the key and value for each line. Slap that into an input and let them run. When you go to replace it just got by the key (news) and reset the value.
