For any Android Phone with wifi, is it free to use if I am using a prepaid plan?

WIFI is data that comes from an external source, not related to or controlled by you phone carrier's network. This means you are receiving Internet pages, emails, and whatever at the expense of whoever is providing the WIFI connection.

Your carrier loves it when you connect through WIFI instead of their network and there is no charge for using your phone this way.

Yes, you can use WiFi instead for internet. You can get Skype working on WiFi too. But, make sure you disable Data usage on the Android phone you're getting in Settings. Otherwise, it will use the internet through 3G or 4G when you're not on WiFi and you will get charged a lot.

you can't buy any of these phones from t-mobile WITHOUT a data plan.

that being said, if you are connected via wifi, no data charges occur.
