If they don't respond and don't want you as a friend
then you are not notified.
The only response you get is if they accept you!

The short and sweet of it is you don't. You can try and send another invitation and if you receive a notification stating that 'there is a request pending' then you can be certain you have made a request.

If you mean messenger, the invitation pops up. If they've been on and you don't see them on your list, it's probably safe to say they declined. P:
