No, because you have to look at what the GOP House is actually doing and proposing. Their actions are not designed to address unemployment, except maybe to make it go up.

No, but it would be fair to say the Republican-controlled House stopped unemployment from getting back under 8%.
Edit: The Democrats still control 2/3 of everything? I guess you can claim the Republicans accomplished jack squat then.
