Sometimes Race Buddy is enabled for free use online. You can watch driver on-boards and listen to their audio feed, but there are only a select few drivers. You can find this on NASCAR.com.

Other than that, I don't think so.

If you have a Sprint cell phone that has the ability to have Sprint Cup Mobile you can use that. It's a free app, you listen to scanners, see a driver's telemetry (speed, RPM, when they go on the brake and gas pedals), live leaderboard with time behind leader, shows the track with the top 12 and the driver you pick and has a lot more extra stuff. It's like having the trackpass off of nascar.com on the phone minus the graphics where you look at the cars on the track that looks like a video game. I use it every race.

I don't think so. Your only bet is with a scanner.
