i am trying to use the "openfiles" command with windows command prompt, and it won't let me?

When i try doing this on the administrator account, it tells me "ERROR - Logged-on user does not have the administrative privilege." Why, and how do i fix this?

Right click command prompt, "run as administrator"

If this is Vista/Windows 7, you likely have UAC (User Account Control) turned on.

As a workaround, right click on the desktop and create a shortcut to the command prompt

    (location = cmd.exe)

Right-Click on the shortcut and select Run As Administrator, then try your command.
