How much tulle do I need to make a tutu?
I want a tutu that has a similar shape/length as this one: http://www.starcostumes.com/lgimages/FW121124.jpg
I'm dressing up as a ballerina for Halloween and I'm trying to make as much of my costume as I can.
I'm 5'5" and a size 2.
I don't want one of the tutus were the tulle is tied around the elastic waistband. I remember when I was younger, my mom made me one where the tulle was sewed onto the elastic.
How many yards of tulle will I need?

There are many tutorials on the Internet. Choose one that comes closest to the result you are looking for.

There are a few really good tutu tutorial (try saying that out loud) sites online. If you do a quick search, you'll find them. They will tell you how to make the tutu and how much tulle you will need. There are sites for the tied kind but also sites that explain how a real ballerina's tutu can be made. Have fun!

that is not a tutu. but a skirt and it is made out of chiffon/sheer fabric. it hangs down, a tutu isn't going to do that.
to make it full you are going to need a lot of fabric. how wide the fabric is will determine how much you need too.
when you are at the fabric stores look at patterns. even if you don't want to buy a pattern, you can look at the back of the envelope and see how much yardage is needed for the tutu.
