How much tulle do I need to make a tutu?

I want a tutu that has a similar shape/length as this one:

I'm dressing up as a ballerina for Halloween and I'm trying to make as much of my costume as I can.

I'm 5'5" and a size 2.

I don't want one of the tutus were the tulle is tied around the elastic waistband. I remember when I was younger, my mom made me one where the tulle was sewed onto the elastic.

How many yards of tulle will I need?

    I don't know exactly how long a yard is but you need about 1.5meteres or so? So thas like 3 yards?

    if you want it poofy then use about 10yds
