I bought a Shark Plus 1200 Watts (EP703C Model) vacuum cleaner a year ago for less than 100$ and i love it. You don`t have to pay astronomical price to have a good vacuum cleaner. Electrolux made great vacuum cleaners too.
My recommendation is:
Walmart, Bissell, Powerforce® turbo vacuum $69

You don't say how much you wish to spend that would help so I will list expensive good ones and inexpensive ones that are pretty decent. BTW these are all upright vacuums.
Expensive:
Dyson
Hoover
Inexpensive:
Dirt Devil
Eureka
If you have a Walmart near you, you would probably find one that is affordable there. I would check Walmart or Target, or any discount stores first.

Look for Dyson. The best Vacuum out today. I have one and was blown away buy the performance! However they are $$$. About $500.00
