    Break the sentence down to it's simplest form.

    There is changes.

    There are changes.

    Which is correct?

    Reverse it:

    Changes is there.

    Changes are there.

    Which makes sense... is or are?

    use "are", is is used for one, are is for multiple. Since there are multiple changes use are.
