What can I do about noisy neighbours?
I live in England so any advice must be in regards to English laws. Some new tenants have moved into the flat upstairs and after 2 months I'm already at the end of my tether with them! They constantly have music blasting, they argue lots and shout so loud that every word can be heard. They have a dog which runs around and barks all the time and they stomp around like a heard of elephants. I also suspect they have some sort of drum kit as quite often there is rhythmic drumming. I had to ask them to turn their music down twice last night, then at 4.15 am their music was so loud that it could be heard on the street! I'm not sure what the law states (if anything) about noise or if it's more down to common decency (they have none.) My complaints to them haven't made a difference so I'm wondering what my next steps should be. Do I contact the police every time their music is blasting? If so are there specific hours in which the law states they should be quieter? Please help before I have a nervous breakdown
I have been told that the police no longer deal with noise complaints! I have tried talking to them, they apologise and turn the music down for 5 minutes then go out to party and come back with loads of people and party at 4am! I have explained I work shifts and my partner is a teacher and they don't care! We can't even change rooms as they blast their music above the back bedroom so it's ridiculously loud and we can hear it in our room at the other side of the house so we have no escape!
I have been there for 4 years and had NO problems with any of the previous tenants (who change yearly) and can't move as it's a private landlord and I just signed another year long contract. They are only young students so probably away from home for the first time but their please fall on deaf ears! I suspect they are using Ecstasy or Cocaine as well (as when I complained for the second time tonight the guy could hardly talk and his eyes were popping out of his head) so next time I think I will just call the police and see what they say! The upstairs flat is is owned by a student letting agency where as my flat is a private landlord. I am yet to receive a reply to my e-mails or calls to the letting agency regarding my complaints.

A flux compression generator should do the trick. One will knock out their stereo and any electronics within a half mile radius. The high explosives would probably take out your apartment though.
Seriously, complain in writing to your landlord. A good landlord would realize that bad tenants jeopardizes their income and will choose good tenants over bad. It may seem pointless to keep contacting the police but do so as a record is made of each incident. It's all about documentation.

What has your landlord said when you informed her or him that you have an impossible situation. I'm thinking that this might be a situation where the landlord has rented the apt. to a friend or relative. If not, you are obviously the superior tenant and have lived there longer. Insist that something is done about the noise. An attorney can easily get you out of this lease, and your landlord could have to pay any legal fee. You should not be expected to stay in an apt. that you cannot sleep in.

Environmental health at local council deal with noise nuisance.
They should have a 24-hour line. "Quiet" times for residential areas are 11pm to 6:30 am (typically).
And the landlord for the flat above should be informed. It's unusual for pets to be allowed.

And I have people living in one of our flats just like that! They have parties till 4 am in the morning, always playing the same tunes over and over again, one of our neighbours complained but they didn't do anything. And the green acre company states that you can't play music really loud! Some people!

Ok I'm in america so I'm gonna answer since the two you've gotten suck. Here there is common time. Not sure when it starts but it ends at 9pm. If the place you both are living in is owned by the same person I would tell them about it. If not it's perfectly reasonable of you to call the police. They had their chance to stfu when you asked them and they blew it. I'd call the law if I were you.

You do not have to put up with this. There is a well established procedure to deal with noise nuisance/pollution and there is a section of the Environmental Health Dept who deal solely with such problems. They will be discreet and sympathetic and will take whatever steps necessary to put a stop to it. Give them a call and explain your predicament and I assure you they will investigate. Do not let these people blight your life.

Keep a record of all incidents past ans present contact enviromental health they are obligated to pursue the complaint and will install monitoring equipment to record noise levels they will be issued with a warning and if it continues may be prosecuted or evicted.

yep music can only be played till 11 at night..saying that tho if u moan 2 them,cud make things worse,people r selfish n dont care bout neybours..dont grass tho they will h8 u more 4 that n make ur life hell..trust me i no..wot i wud do is look 4 sumwhere else to live and get out of there..if u wana stay get in touch with the council..police wont help..gl!!
