Turn the plug on the PS3 side backwards, or eles have your electrics checked to be sure they are the correct polarity, and properly earthed.

then your power supply socket is wrongly wire,
when u stand in from on the socket,
left hand side pin should neutral supply
right hand side pin should phase supply
above this both pin, center one stand for earthing,
to check weather earthing is perfect check the line voltage between neutral and earth which should be only 5voltage not more than that
