The Celtics weren't much of a serious threat last season. They're an "old" team and they'll just be older when they start playing again, so that may hurt. However, it may depend on how long they are out. If they miss a whole season, that might be too much aging even with all that rest. But, if this season happens and is shortened, the extra rest plus the shorter season may actually help them.

And no, whatever happens should affect the Lakers and Celtics in about the same way, so it won't change who is better. So, since the Lakers are better than the Celtics now, I don't see how the lockout will make the Celtics better. Especially if Pau has his head straight again.
