That depends on what browser you're using. For Firefox I know it's Tools > Options > The content tab > and then tick the "Enable JavaScript box".
In Chrome click the spanner beside the address bar > Options > Under the Bonnet (I don't think Americans say bonnet so that might be listed as something else) > Content Settings > and tick allow sites to run JavaScripts.
