Dog doesn't want to walk outside?

I have a ten week old beagle. Whenever i take her out to walk, she shivers and walks back to the apartment. It is not even that cold yet, maybe 65 degrees. I even put a sweater on her. What can I do?

Update:

She used to do it a week ago but it got colder since, she used to go every day so i don't think she is scared. She does not do it as often now but usually does not stay out long. She is seeing her vet, no problems there. Thanks

    She's only ten weeks old. She is probably shivering because she is scared. Just keep doing it a couple of times and day and she will get used to it. She will probably want to go outside all of the time after that. She is so young, everything is new to her, she just has to get used to it. Good luck!!

    Beagels are normally rearing to go !! They follow heir noses most of the time so im surprised she doesnt want to go exploring .

    I take it you have tried treats to get her out the door ? When you are by the door give her a treat , then you step out of the door first , offer her another , she should move forward to take the treat . All the time praising her telling her she is doing a good job . Take little steps untill you are well on your way . This worked for me . Im sure once she is out the front door there will be no stopping her once she picks up a nice scent to track !

    I don't think it's so much about being cold as it is that she's scared and just a puppy. Keep doing what you're doing. A 10 week old puppy lacks a lot of confidance and that will build as the dog gets older and as you spend a lot of time with her.

    Maybe she doesn't want to go outside. She's still a pup, don't take her out for a walk more than 10-15 minutes. if you do, she'll get tired fast and it's might be a bad idea because you can damage her bones.

    shes prolly just scared

    my 4 puppies were scared to go outside of the house and werte crying to get back in but as time passed by they loved the outdoors

    why are you taking out where other dogs have been?

    needs her own place, needs all her shots to walk where sick dogs may have been
