Public utilities were introduced in many parts of the planet to keep consumer costs and prices down. It was believed placing these utilities in private hands would lead to less organization of delivery of the product to homes and factories - more than one network in some places and no network (where there would be no profit) in other places.
Unfortunately over the years these utilities have tended to deteriorate while demands have increased. As utilities look to the need to produce more, they have the problem of debt load caused by the need for simple upkeep as well as expansion.
