Which tip should I use first in cake decorating?

I am making a cat cake for my daughter's birthday party. The cat will be done in a grey star tip (to match our pet cat) and it will be outlined in pink also with pink ears, The bow around the cat's neck will be a light purple. I am wondering if I should outline the cat with pink first and do the bow and ears with solid colors then do the cat with the star tip last? Or should I star tip the cat first? Also shouldn't I do the sky part of the cake first since it will be the most "flat"?

So I could:

Do the sky, then outline cat with pink and icing in ears with a rounded tip, then do the bow with rounded tip, then star the cat. Does that sound right?

    I would outline the cat then do the stars/stripes. Yes, do the background before doing the cat. Put on the "touches" ears and bow last. Be sure to outline everything before doing the stars.
