You can "SLEEP" with anyone you want at any age, but if you are a minor then you must follow your mothers rules... and by law she can stop you and take legal steps to separate you.
You cannot have sex with anyone (regardless of their age) until you are legally old enough to consent. Where I am from the age of consent is 16.
Because he is a minor if you have sex, he will not get any jail time, but your parents can take legal steps to separate you until you are the age of consent.
