Legality of possessing downloaded content abroad?

The USA is notorious in the torrent community for lawsuits against people who download/share copyrighted content, which is protected by the DMCA. However, other countries aren't so harsh. For example, Spain seems have to completely OK'ed downloading/torrenting as long as it's not intended for profit ( http://www.pcauthority.com.au/News/149677,spain-ru... ). My question is this: is it legal for US citizens to download copyrighted material while abroad, such as in Spain? What about keeping said material when they return to the US? What about personally sharing files between friends back in the US?
