It depends on the state. But in my state the statute of limitations began to run once she reached 18, and it would have run out once she became 19. In other words the limitation is one year in my state. I don't know what it is in CA, but I certainly can't see it being more than 5 years which would mean she should have pressed charges against him prior to being 23.

Do his kids love him? Does he support his kids? Does he care for them? Does he work a job and provide support for his children?

I am totally against husbands being arrested for sex they had with their wives while underage. That doesnt mean i approve of molestation or underage sex. But... lay off the married couples and families.
