I see houses for sale for $1. What is the catch and why is no one buying them?

It says Property to be sold subject to 24 CFR206.125. Does this have something to do with having to repair the property? I'm sure it is in a bad neighborhood, but if it is only for $1 and I can take my time to fix it, there has to be some worth right?

    Usually 1 dollar houses are historic houses that can't be torn down, but are in the way of progress. The catch is that you have to pay to have the house moved onto a lot that you own
