One: When you have a very high count of bacteria, it is very difficult to count the neat (undiluted) colonies as it can be hundreds of colonies once plated on an agar plate. This makes the counting tedious, not to mention the possibility of counting error, hence the reason why serial dilution is used and the colonies are counted twice with different people and the average number of colonies is reported as the number of bacteria present in the sample after multiplying the dilution factor.
Two: if the bacteria in the samples are high, it makes it prone for the agar plate to "lawn"- colonies covered the whole agar plate that you can't even count any colonies at all.
