It depends on where you live and how your Police Department is set up.

Where I am, we're mostly civilian scientists employed by the Police. Ie: we're not sworn officers.

Having said that, there are some sworn officers working in forensics. They usually handle the more serious crimes.

For the civilians, we don't have ranks as such, but we do have different levels. There are the ground level workers, then the supervisors and above them are higher ranked sworn officers running the show.

I hope this helps, but like I said, it all depends on where you live.

Some are civilians, some are sworn officers. They are assigned to a specific unit. If the are sworn officers, they may have ranks, Some do have civilian supervisors also.
